According to the latest statistics published by the Australian Ministry of Health, the country is experiencing a severe shortage of medical jobs in large cities such as Sydney and Melbourne, as well as small, low-population and suburban areas.

Immigration of doctors to Australia is possible in three general ways:
- Applying for a visa as a general practitioner
- Applying for a visa as a specialist
- Applying for a visa as a manager of a health care center (clinic)
Steps of immigration of a general practitioner to Australia
To immigrate to Australia as a general practitioner, you must go through the following steps:
1) In the first step, you must register with the AMC and ECFMG organizations. The AMC (Australian Medical Council) organization is the organization that evaluates the scientific level of doctors, and the ECFMG is an American organization that evaluates the educational qualifications of doctors. The registration fee for each of them is 500 Australian dollars and 205 US dollars, respectively.
2) In the second step, you must take the MCQ (theory) test of the AMC organization and obtain a passing score. This test has 4-choice questions in the fields of basic medical sciences such as internal medicine, pediatrics, psychiatry, surgery, and obstetrics and gynecology. The venue of this test is in Iran and you must spend 2720 Australian dollars to participate in it.
3) The third step is to obtain the required score in the English language test. Most doctors who want to immigrate to Australia choose the OET test. This test, called the Occupational English Test, is actually the specialized language of doctors and is therefore easier for doctors compared to other English language tests such as IELTS.
The OET test consists of 4 different skills, namely listening, reading, writing and speaking, and doctors must obtain a minimum score of B or 350, which is equivalent to a score of 7 in the IELTS test in all skills. The OET language certificate, like IELTS, is valid for 2 years and its result confirms the knowledge and skills of the doctor. The OET test is held in neighboring countries of Iran and you have to spend 587 Australian dollars to participate in it.
4) In the next step and obtaining a passing score in the above tests, you must apply for a temporary immigration visa to Australia and also obtain a job offer.
Medical Licensing Process in Australia
Undoubtedly, there are many organizations involved in the process of immigration to Australia, and each of them must review the level of competence and capability of applicants at each stage. For example, the RACGP organization, known as the College of General Practitioners, is responsible for assessing and determining the ability of doctors to work in the field of general medicine.
On the other hand, the AHPRA organization (Australian Medical Association) in Australia is primarily responsible for issuing work permits and registration numbers (equivalent to the medical system), and this organization actually makes the final decision on granting doctors the right to work. The Australian Medical Association is responsible for adapting the medical qualifications of immigration applicants to Australian medical standards. Doctors must obtain approval from this organization.
Each doctor’s file must go through the following stages, sometimes after the initial 4 stages of approval, but it may also reach the final stage. These stages are summarized as follows:
1.The review board reviews the documents received and issues a warning if they are incomplete.
- At this stage, additional documents may be requested and tests are taken from the applicant.
3.At this stage, the result of the test is announced as one of the applicant’s forms, accepted with conditions or classified.
- The result is announced in writing.
- Files that have been conditionally accepted are reviewed to announce the final results.
- The applicant can appeal the results of the review.
- The applicant can withdraw part of the amount spent.
Note that the method of interaction with each of the above organizations is different and at each stage of this path you must provide different documents and participate in different assessments and in the end it is the Australian Immigration Department that is responsible for issuing you a visa, residence or citizenship.
Working as a doctor in Australia
There are two paths for you to work as a general practitioner in Australia:
- Working as a family doctor or General Practitioner, where people can work in a health care center (clinic) in Australia and earn a good income, and after a few years, apply for permanent residency and Australian citizenship.
- Working in a hospital, where you must pass a practical test (taken in hospitals and medical centers) and then enter the hospital environment after receiving a job offer from a hospital, and after a few years, apply for permanent residency and Australian citizenship.
